H1B stamping in london

Hi All,

 

I had my H1 stamping interview in london two weeks ago, after asking some general questions,the consular said 'your visa has been approved , you can pay the document delivery charges & will recieve it in 5-10 biz days', but 9 days after the interview i got an email asking(they mentioned i may scan the docs) for a list of documents (like I129, LCA,petitioner's tax returns for 2012,details of employees with my employer).

Can someone please let me know what could be the reason?

 

Note: My employer has provided me the required docs except tax returns for 2012(they gave me quarterly returns). Number of pages in the bunch are almost 100+, should i scan & send the whole bunch or the are some specific pages?
