Visitor visa in administrative processing for more than 9 months

How can get consulate to respond to my parents B2 visitor visa application which is in administrative processing since oct 2012. There passports are with consulate and we are not get any status updates other than to wait.  I am scared that they might simply tell us one day  to reapply. 

My parents were give white slip and not told to submit any documents. They went to Delhi consulate.

Not much, they had been rejected  before with no specific reason mentioned, this time we did some changes based on suggestions of Murthy  lawyers. They were not asked any specific questions and were told that they are keeping the passport for further processing. They were given white slip but nothing particular was ticked  in it to submit. We inquired  several times if anything needs to be submitted. But support line  in India says nothing is needed and we just wait.
