Immigration reform favorable for starting GC

Since the immigration bill is pending and awaiting to be passed in house, assuming htat it will be passed, how are the prospects for those holding Masters degree and haven't applied for green card yet? Is it true that those with US Masters degree who have Green card in processing will benefit more than those who havent applied yet?
