Skill Level in PERM

I really need a help to understand "skill level" field in PERM application. How does employer decide about skill level of job req ? The time when they file PWD ? or The time when they file PERM application ?

 

I got a PERM application to review and that time skill level was 1 and when It  got submitted It was changed to 2.

So want to know , How it works ?

The person(beneficary) has to sign PERM application and one can review during that stage. Nothing illegal here. One cannot opine, but can review.

Please be courteous to people without jumping to conclusions.

It works on multitude of factors including offered position, scope of role etc etc.
