H1b premium processing can we apply now

I applied two h1b Visa with different companies and picked in both
lottery system as both are general processing and my current visa
exist still July 2014 end

1) first h1b got RFA(request for evidence )

2) second H1b still in Initial review stage

Queries :

1) is it advisable to travel out side US during this stages?

2) can I apply premium processing for second H1b visa ?

3) how long it wil get decision if I given document for first h1b
processing once since it is in RFA stage ?

as far as I remember, 2008 lottery system, multiple applications for same person was not valid. That includes both by same employer and by different employer.

Not sure if they will implement that rule again, so just beware

     I am currently in L1 Visa and  it will end by July 2014, What precaution I should take If  I need to go outside US as my curent client asking  me to work in another coutnry for temp work.

 For premium processing do I need to give any special documents to my consultant and also my consultant not willing to apply as he  is saying there will be no difference if  I travel  outside  if  Premiuim or general processing.

I mentioned 2008 interim rule not 2013 rule :)
