H1B transfer - While in India

Hello,

 

I got my H1B stamped last year, but not traveled yet. Now I have an offer with another company in India. Would it be possible for the new employer to transfer my H1 visa or do they have to file a new petition. If a new petition is needed, would that be within the Quota limit.

If the visa transfer works, does it require a consent from the current company who filed the visa, and how long it takes to complete the transfer process

They can file under cap-exempt. So you dont have quota or start date restriction
