PERM wage = base salary + bonus?

My job pays me an annual base salary + bonus (offered 2 times a year).  

 

Does my PERM wage have to be greater than or equal to the base salary OR is it ok if it is equal to the annual base salary + bonus?  

 

The question is also applicable to H1.  

 

The reason I ask is that the prevailing wage determined for my PERM application is greater than my current  annual base salary + bonus, but less than the current annual base salary.  

 

While the PERM wage is to be offered at a future date, the PERM wage may create an issue during the H1 extensions.

My company pays base salary plus benefits such as health insurance, disability, dental, retirement, HSA... does the prevailing wages have to be at least equal to just Base salary or Base salary+Benefits?

Base salary only is what matters.
