Questions Regarding When to Apply for Visa Interview

Hi guys,

I have a concern about when to apply for the visa stamping. I see from ustraveldocs.com that "The Embassy or Consulate may process your H, L, O, P or Q visa application up to 90 days prior to the beginning of employment status as noted on your I-797".

So for the 90 days, does it simply mean that my interview date should be no earlier than 90 days? Or does mean that I cannot even submit my DS160 form before the 90 days?

My starting date on I797 is October 1st, so may I submit the DS160 now in June or do I have to wait until July to submit it?
