No job in US and no money in US, Is it legal ? No, it is NOT legal. It doesn't matter where the company is located, it matters where the person is located. A person in the US on H4 can NOT work at all. Not for a US company, not for a foreign company. And btw, the person would have to declare the worldwide income on the US tax returns, anyway.
