How to apply for Canada TRV online without Canada PR or Concierge key..Please respond

Hi ,

I am trying to apply for Canada TRV Visa Online , but when I tried I was prompted to enter a specific canada bank account number or Canada PR number.The question is, for a person without any of the two , is he eligible to apply online???.
