Transferring to a new employer before H1 starts

This question is posted already and I dont see any definite answer. I hope we will get a clear answer for this.

I'm in OPT until October 2013. My H1B is approved with employer A. Now my client is asking to join perm or I'll loose my job. It is not a bad offer. Can I transfer my H1b now, or do I need to wait until after I start with employer A before I shift? If I do it now, will there be anything my employer A can do legally, like cancelling my H1B and sue me or something.

Please help on this.

Any actions by your employer are dependent on your contract. Your client can file now.
