After responding to L1B RFE, upgraded to Premium Processing but Application went back to Acceptance phase

L1B Extension RFE response was accepted on 05/13 and application was upgraded to Premium Processing on 05/17. L1B Application is back in Initial Review phase and USCIS has stopped the processing and sent another notice asking for more information.

Is this normal after we have already responded to L1 Extension RFE?
