Employer "B" is willing to transfer H1B only after I quit "A" and join "B". My current employer "A" will revoke my petition once I resign. 1) Can we do H1B transfer without working US? 2) Can we transfer revoked H1B? If yes, is there any time limit within which transfer needs to be done.? 3) Is it better to transfer while I am working with "A" rather than after joining "B"? Waiting for expert advise eagerly as I have to take the decision of resignation within day or two. Thanks, Newb...

Yes.If you are out of US, their shouldn't be any time frame since you doesn't have to maintain any status. 3.That's up to you. If you are in US its ALWAYS better to join the new company once the H1 transfer is approved.
