LOST F1 STUDENT VISA WHILE ON OPT

Hello,

I am currenty working for a company in united states . I had lost my passport in DEC 2011. I got new passport from indain ny embassy and new I94 from uscis. My question is that how I need to apply for my F1 student visa. Can I go to canda or mexican border to apply for that? Will it be safe to go to india to apply for that. My current status is I am on 17 months extension period. My original visa expires in July 2014. So please suggest me an appropriate action.
