Question on why H1B status is in Decision right after RFE status before the response is sent

Hi

On Apr 25th my status for H1B premium visa application said the 15day clock stopped ticking, we have emailed you the reason on why etc.. On May 1st before even my consultant responded with any documents the RFE asked for, the status on May 1st has changed to decision - saying your petition is processed and sent to you etc..Not sure yet on what the notice has. Can anyone please throw light on what that could mean when a decision is made without waiting for us to submit anything additional that is asked from us? Does it generally happen?
