H1B transfer - resignation on clearing client interview

Hi Experts,

My new employer (consultancy firm) is asking me to resign on clearing client interview. I will have to give notice for 2 weeks and start working with client.

During my notice period, they will file for LCA transfer and also apply for H1B transfer (premium processing). I know that I cannot start working for new employer till I have received Receipt No. New employer is assuring that I will get the receipt no. by the time I will start working for the client.

My question -

1) is his claim true?

2) I know that getting the VISA transferred first is the safest way to change the job but is starting work on receipt no is that risky? or is it not a regular practice?
