LCA Certification for H1B Transfer - iCerti

Sir,

I have another question about LCa certification for H1B transfer.

When my current employer filed for my current H1B, I remember that my employer went to Labor Department online to get LCA certification by creating employer account. I remember that my employer got immediate approval after completing all information back in 2009.

Now I look into the H1B transfer process, and found that my prospective employer has to get LCA certification from new service portal called iCert. Will this service will give a case number immediately after completing all necessary information so that my prospective employer can file I-129 with LCA number?

Some people say that it will take about 7 days to get a case number (approval).

I need this delicate information for smoother transit from my current employer to my prospective employer. Thank you.
