H4 to F1 visa pending: Out of processing time

Hi,

I applied for a change of status i539 application on Aug'17, 2012. I haven't got any RFE and it still show 'initial review'. Its been 8 months now and I called USCIS several times but they say that the background checks remain pending and that a decision will be rendered within 6 months.

Can anyone help me if you have known/faced this similar case. Does anyone know how long would it take for the final approval?
