Extension of H1B visa based on Previous I129

Hello,

I had H1B visa which got expired in 2009. This visa is taken by previous employer. I was in USA for 18 months during my valid H1B visa.

I have I129 of previous visa. My current employer would like to apply for H1B visa.

Can i use previous I129 and apply for extension ?

Do i need to follow normal window for the H1B visa or can apply anytime ?

What will be the processsing time if i can apply for extension.

In general, a foreign national who has been counted against the H1B cap may remain in the U.S. in H1B status for a maximum of 6 years. If the foreign national leaves the U.S. prior to utilizing the full 6 years of H1B time and then wishes to return in H1B status, an employer may be able to file an H1B petition on the individual's behalf requesting the remaining period of H1B time.
