First H1 Stamping in Mexico

I am on H1B but not stamped yet. My F1 has expired. I want to avoid traveling to India currently for stamping alone. Can I go to Tijuana for my first stamping?

If yes, what would I have to do?

If no, is Canada the only other option?

It appears that US Consulates in Mexico will not accept Third County Nationals (i.e. citizens of countries other than Mexico) for initial visa applications. However, consular rules can change. One should always consult the website of the US Consulate where one intends to apply for a visa to review its rules.
