if the bill i s approved, it has a caveat that only if ur country allows US dependents to work in your country..like reciprocity law..i'm serious..

Reciprocity makes sense. It is used a lot in immigration matters, for example for visa issuance fees. http://travel.state.gov/visa/fees/fees_3272.html

but this is CIR..

I dont see any reciprocity cavets for RIP provisions..

even for Masters quota they added a caveta that it should've earned within five years prior to the application..

Reciprocity is not possible in all situations, but in this one, it clearly is.
