Reciprocity makes sense. It is used a lot in immigration matters, for example for visa issuance fees. http://travel.state.gov/visa/fees/fees_3272.html

I dont see any reciprocity cavets for RIP provisions.. even for Masters quota they added a caveta that it should've earned within five years prior to the application..
