Minimum time on H4 before converting to H1

Is there a minimum time that the dependent needs to be on H4 visa before being allowed to change to H1 visa.

I heard from somewhere that it is 1 year and I read somewhere that it is six months.

Is there actually any such requirement from USCIS ?

The H1B filing for 2014 is closed. The earliest you could begin working on cap subject H1B is Oct 2014
