How soon can we apply for COS from H4 to H1

Dear Gurus,

I heard that atleast 30-90days need to stay on H4 before applying for COS to H1B. Is this true. Other wise will you please suggest how soon one can file COS after they enter US on H4. I'm planning on bringing my wife in July 2013 on H4 and would like to file COS to H1B. Also how long does it take to process the COS application. Assuming that she has got the approved H1B petition.

there is no general rule of thumb..but its recommended to wait for atleast 3 months before doing a COS.

The H1 quota is full, so an employer (not you) could only file an H1 for her in April 2014 for a start date of Oct. 2014.
