Is I-129-petition for immigration denial is same as Visa denial ?

Hi,

My spouse was in H4 in US , during that time frame I-129 petition for immigrant worker was filed and it was denied.Now she have to go vacation to india and have to attend visa interview for H4 extension.

My question:

1)While filling DS160 form , there is a question which asks for previous visa denial,so what should be the answer for this question as her I-129 petitioned was denied ?

An I-129 is an H1 petition, it is not a visa.
