is there a format for a prospective client letter for filing a h1b?

there's no format as such..take a print out of whatever letter the Client gives you.

Are you an employer? If not, let your employer take care of their work. H1b is owned by employer, they know very well about this. You don’t have to bother about client, any client letter and what client pays to your employer. You are only concerned to your duties and salary as per LCA. If you think your employer is not aware about H1b rules regulations, consider about new employer.
