Give 2 week notice before LC certified

Hello everyone,

I am on H1B through my current employer (Company A), I got a job offer from another company (Company B). Company B wants me to start working 2 weeks from today and they have already applied (one business day ago) for LC (not certified yet) and they have everything to send my H1 application as soon as LC gets certified.

1) Can I give notice to Company A for 2 weeks before LC is certified and expect to have enough time in the two week notice period to have it certified and H1B application to be sent OR Should I wait LC to be certified and then give 2 weeks notice to Company A.

2) Can LC certification take more than 10 or 15 business days (More than they mention on there website)?

Lawyer for Company B said that I am on track to start in 2 weeks even if LC hasn't been certified yet and hence I can give a 2 week notice right away.
