H1B 2013 Master's CAP Count Exhaustion prediction

Hi,

I have seen in USCIS and in lot of other websites saying that the H1B for the year 2013 (FY2014) will exhaust by 1st week of April (April 5th), also it might end up with lottery system. Kindly let me know on the below

1. Does this H1B cap count exhaustion by 1st week April also includes Masters quota as well?

2. Does the lottery done on Masters quota cap count as well?
