Does LCA need to be approved to apply H1B

Hi,

I am trying to get into the cap for this year's H1 quota for my wife. I wanted to find out if an approved LCA is an absolute must to apply for H1B application or if there is a way around it by sending it a little later? I am going to apply for LCA on Monday so I want to weigh my chances.

LCA Approval is MUST to file H1B or even H1B extension. Currently apprx time for LCA approval is 7 days.
