H1B TO F1

Hello,

I did Change of status form F1 to H1B few years a ago. by that time, i had few credits left to complete and i did withdraw from course since my H1B was approved. At this time, My H1B stamping received "221G: Case resent to USCIS FOR RECONSIDERATION"

Am i eligible for New F1 or Change of status from (H1B - F1) ?

You may but earlier you didn't respected the F1 rules and violated by not finishing the degree and taking up a job. So how can you expect F1 again??

You are eligible, but what reputable university would take a chance on you? There are limited slots and you have already demonstrated that studying is not your first priority.
