Query on last action rule

I am on H4 and applying for H1 with COS with two employers

I have few doubts

1. If both H1's get approved can i choose my employer or would it depend on approval date

2. Is approval date the date of filing or date when petition is approved.

3 what are my options, except stamping, if i want to go with employer whose H1b was approved earlier?

:Pick one employer. Filing cost money. You may end up owing damages for failing to appear depending on the terms of your contract.

Why would an employer pay for an H1 filing if you don't intend to work there???

Obviously, there is something fishy here, something you are not telling us.
