L1 to H1B Transfer - PWD info needed

Brief background:

• Got into US through the L1B visa in 2008.
  
• Applied for GC via EB2I category with a PD of 10/2009.
  
• I-485 applied in March 2012
  
• L1B expiring in Dec 2013
  

My company is applying for the H1B visa this April to ensure I have a dual-intent visa. My questions are below:

1) With experience and promotions, I am now a Program Manager but make 20k less than the level 4 wage found in the flcdatacenter.com site. Is it possible that the company can try to show me at level 3 to negate the hike I should be getting? I have a Masters, CPA with 10 yrs exp for a position needing Bachelors with 10 yrs exp. I am at the highest level an individual contributor can be at in my company.

2) If the PWD does indeed show up at level 4, when will the company need to give the salary hike to bring me up to the prevailing wage? Would the LCA be denied cause I am already now getting paid the level 4 wage?
