Driver License validity based on EAD validity date?

Hi,

I have my I-485 pending for more than 180 days and got my EAD last year and which I also renewed this month.

I got EAD extension for 2 years till April 2015.

Now, I recently moved to a different state for a job. I need to transfer my license to this new state.

In the new state (Delaware), they DMV site mentions that DL validity will be given only until the date of approves stay in USA based on my visa.

Now, I currently have a H1B valid till Dec 2013. I am not using my EAD/AP combo card.

Now, if I show my EAD to get 2 year validity of Driving License, does it activate EAD?
