Fresh H1B Visa

Hi Experts,

I got H1B visa papers from company A and attended the Mumbai consulate. Initially they had some database update issue and have initiated administration process. After couple of weeks I have received mail asking to submit Client Letter. Now I am following up with my employer but there is no response/getting delayed.

1. Can I apply for fresh H1 papers through new employer (B).

2. I am also transfered to Delhi, so is it ok to attend the Delhi Consulate with the fresh H1 papers or do I need to attend in Mumbai Consulate.
