H1B eligibility query

Hi All

I am interested in moving to US on imigrant H1b visa , however there are some concerns that i wanted to clarify. I researched various public forums and the your estimed website. But unable to get a clear answer.

Here are some details :-

I am a graduate in Bachelor of Business Management 3 years Degree course

Specialization Certification in Networking from Cisco , i hold a CCIE which is the highest certification in Cisco

1 year work experience while i was studying for graduation as a Computer hardware engineer

3 1/2 year experience in current organisation as Network engineer

So my current employer is giving me a reason that i am unfit for H1B as i do not have a 16 years of education ( 10 + 2 + 4 ).

I wanted to clarify is it a mandate that i need 16 years of education ?

Or if i have 15 years of education plus 4 1/2 years of work experience it will be good for completing the H1B eligibilty matrix ?

As i found this on one of the other public forum which suggests me i am eligible as per the last matrix :-

The requirements to qualify for an H1B visa are:

You must have ONE of the following

1) A Bachelor's degree or Masters Degree (or the foreign equivalent degree from your Country), OR

2) 12 years work experience, OR

3) A mix of further education + work experience

The general H1B visa qualification rule is:

- for every 1 year of studies at University / College = 3 points

- for every 1 year of work experience = 1 point

12 points in 'total' are required to qualify for the H1B visa program
