can we submit docs to embassy even they don't ask for it?

Hello,

I have tried calling embassy and department of state. What I have come to know is they are waiting for some documents but no idea what documents? They haven't asked any from me nor from my employeer? At the time of interview, VO has only taken my i797A form and he saw nothing. I want to submit a copy of all my documents just to make it into their notice? is it possible? It's been 3 months I am waiting for any reply from Toronto Consulate and have got none.

You can't simply submit the documents unless and until they requested to do so. You have to wait for an email and reply that email if they ask you to submit any documents.
