can i go for H1 stamping immeditely before my H1 gets active

I am applying for H1B this Apr 2013. If I get approved, Can I go for stamping in May/June ?

The US Dept. of State encourages applying for the visa before the effective start date. Of course it cannot be used to enter the US until 10 days prior to the start date.

I am applying for h1b extension in april(premium process) and once it approved, Can i go to canada for visa stamping with two i-797.

I a planning to go to can in may end.

My first h1b expired on sep29th.
