VWP to H-4 adjustment of status

Is it possible to change status from ESTA (Visa Waiver Program) to H-4?. I am getting married to an Australian National in India. I have a valid H1-B with a US employer.

1. Can she apply for a H-4 visa at a US consulate/Embassy in India?

if not,

2. Can she come to US on a Visa Waiver Program and get a H-4 stamped in Canada?.

3. Any other suggested options.

Please advice.

A person in the US with a visa waiver can not change status at all.
