Other visa stamping while h1b under admin processing

I appeared for H1b visa stamping for a new employer(A) and VO told me to review it and get back later (with no 221g). After waiting for three months, I requested for passport and they delivered it along with original I-797 (no visa stamped). First I thought it’s over but online visa status still shows 'admin processing'. Two weeks later, put a request to withdraw my h1b visa application (in Jan) but still waiting for an update. This is extremely frustrating since my family is in US and I just want to get back to them.

My question is: Can one go for other visa stamping like H4 (spouse on h1) OR L1 for different employer(B) while h1b stamping in ‘admin processing’?

Sharing similar experience and the outcome would be a great help too.
