H1B expired and now on L1B - chances on H1B transfer/new

I am working on L1B(Issued in Aug 2010 and Valid till Jul 2013(I94 too)). I had H1B(Issued in Dec 2006 and expired in Jun 2009). Both visas were processed by same employer.My employer is ready to process L1B extension.

Here is the information I am looking for

1. Can I transfer H1B(Issued in Dec 2006 and expired in Jun 2009) in 2013 as new/transfer?

2. If No to question 1, is it good idea to go for new H1B now under 2013 quota?(Assuming L1B extension result takes 3months time and I can stay till Oct-2013)

3. If Yes to question1, what would be the process?

You have to have an EMPLOYER file an H1B petition. Remember you are limited to 6 years total

I cannot figure out what you are expecting to do so cannot comment on your plan
