H4 to F1 status changed successfully but SEVIS cancelled few days later

I joined a college on H4. They gave me I20 with an expiration date of Dec2012. I did one course on H4 from March to June, 2012. I then took 2 semester breaks after notifying the college. I applied for my change of status from H4 to F1 in November,2012. My F1 got approved in Jan 25,2013. I was still on my break and not attending classes at this time. I received my F1 notice on Feb 02, 2013. I went to college on Feb 07, 2013 to get active I20 but I found out that my sevis was cancelled on Jan 29, 2013 as my I20 got expired in Dec,2012. International student office said they will open a ticket to SEVIS to re-activate my SEVIS record.

I am totally confused at this point of time.

1. Each time i took break, i notified the college. Filled appropriate forms. I didn't know about expiration date of I20 and only came to know about it now.
   
2. Will my case be re-activated. If so how long can it take.
   
3. Am i considered to be out of status now.
   
4. If my Sevis is not re-activated, what status i would be on. If i am considered out of status, do i need to re-apply for H4 status.

Huh? On H4, there is no I-20, and no SEVIS.

The I-20 and SEVIS is strictly for students on F1.
