visa interview waiver for kids under 14

Hi,

My wife has got succesful h1 visa stamping. my kid aged 8 needs to go to stamping now. (Mu kid was in US when my wife went to India but she had travel to India now due to some reasons)

will my daghter qualify for visa waiver - I saw a rule which states:

Eligibility Criteria for Child below 14 years:

• Valid visa copy of the same visa category of either parents in which the child is applying
  

under this will my daughter be eligible to go for H4 visa as she still applying the same category as my wife (H1) - Both are H categories.

Basically, Does H4 and H1 fall into same category or visa type. This is always a confusion.
