Can I fly with in Canada without passport.

This is just my personal opinion.

The only foreign form of identification people generally accept is your passport. For example, here in US, I'll never get into a bar or board a flight using my Indian driver license.

However, Canadians might honor a US driver license/state ID.

I would suggest making sure before you plan. Ask your cousin in Toronto to figure this out.

You need your passport to enter Canada (e.g. from the U.S.). Once in (granted entry into) Canada by customs and immigratoin you do not need a passport to travel within the country. However, you do need some form of picture government identification as proof of ID for things like flights. Essentially the same type rules that apply within the U.S. apply within Canada.
