L1 Response Time

Hi

I have filed for L1 extension with Vermont center. Its been 3 months now my case is still in "Initial Review"

Can somebody suggets how much time will it take to get a response if I don't raise a Service Request

And also does it affect in anyway if Service Request is raised or application is turned into premium processing
