Change of Status : H4 to F1

Hello,

I am on H4 since 2010. I want to change it. I applied for F1 from india (visa stamping) this December. But they rejected my application. I reapplied for H4, they approved it. I wanted to know what are the chances of approving my change of status after one rejection.
