H4 Visa Interview Waiver eligibility

Hello,

What is the requirement to be eligible for H4 "Visa Interview Waiver" program at New Delhi Consulate w.r.t most recent approved visa expiration term.

I am seeing conflicting information as this http://newdelhi.usembassy.gov/pr111912.html link says H4 are eligible until 48 months of current visa expiry.

whereas another link http://www.ustraveldocs.com/in/in-niv-visarenew.asp does not say anything specific for H4 but implies the duration is 12 month.

If I am applying for an H or L (individual) visa, my prior visa in the same classification with the same petitioner is still valid or expired within the last 12 months. Note: L (Blanket) visa does not qualify.
