H4 interview with section 498a

Hello..

I am in US on H1b visa and recently got married. I want to initiate H4 visa process for my wife but her sister in law filed 498A case against her family including her.

My wife and in-laws got an anticipatory bail but I guess there was an arrest on paper.

I have a few questions regarding H4 visa filing

1. What documents are required during visa interview if we answer "Have you ever been arrested/convicted?" as Yes in DS-160

2. What explanation should be provided in DS-160 when the same question is answered 'Yes'?

3. What are the chances of the dependant visa being rejected in this case?

Any help or suggestion in this regard is greatly appreciated.
