Change of status from F1 to L2

Hi,

I would really appreciate it if someone could help me with some information. I am currently in F1 visa status and is planning to get a change of status to L2 dependent visa. I have 2 questions.

1. Can I get a marriage license by getting married in a US court and use that document as proof when I file the Form 539 for change of status. ( Without getting a marriage license from India)

2. Are rejections common when we file Form 539 for change of status or is that usually a straight forward process.

Again, any help would be much appreciated.
