OPT to L2 conversion

I am currently on OPT working with a company in the US. OPT expires in Feb 2013.

My husband is currently in India and coming back to US on a L1 visa in Jan 2013 end.

Please advice which is the best option:

1. He applies for a new L2 dependent visa in India through the company and I convert from OPT to L2 here in the US.

2. He applies with the company for a conversion of OPT to L2 dependent visa once he reaches the US.

How many days does it take for the L2 EAD card and please let the know the process to apply for a L2 EAD?
