Interview Waiver program (IWP)

HI,

Currently iam on H1B and i received my H1B renewal of 3yrs in oct 2012. previously i was on h1b for 3 yrs since 2009. i got my visa stamped in india. I got my passport back after 7 months with visa stamped. Does it mean that my visa was refused as the interviewer said it as administrative processing.

Since i have renewed my h1b for more 3 yrs. what are the alternatives for me to travel to india. what if i don't want to take interview. 2 Days agao i saw Interview Waiver program (IWP) in one of the murthy blogs. Is this program only for the benificairies (ex: h4, j2, l2 etc) or is it for H1B candidates as well. Please let me know if iam eligible to travel to india using IWP and comeback without getting visa stamped . if yes, then what is the procedure. as iam from hyderabad. i saw that only delhi and chennai consulates have participated in this program.
