COS while H4 extension pending

Hi All,

I have a situation where i want to apply for the COS for the spring semester, few days remaining. I am waiting for my H4 extension which was filed in july at CSC. Seeing the delays in CSC, i am planning to file for the COS while that extension is pending. I have the following questions:

Can i file for a COS while H4 extension is pending, because my i-94 has expired too ?

As people around same time frame are getting approvals of extension, so i think H4 will definitely come before F1, so the last decision would be F1. But do RFE's come in these kinda situations or there are chances of a direct approval.

Reason I am asking is because the extension that will come now is only till April, so i might have no status if F1 decision doesnt come by then.?

Any suggestions ?
